Project Summary
Delivered using the Design-Build method with McMillan Pazdan Smith architects, the new North Charleston Library is one of five modern library facilities developed as part of a $108.5 million voter-approved referendum to build new, renovate, and enhance public libraries across Charleston County. By selecting a Design-Build project delivery, the County streamlined procurement, accelerated schedules, and ensured cost certainty while maintaining high-quality construction standards.
M. B. Kahn’s collaborative preconstruction approach—working closely with architectural partners—generated more than $9 million in cost savings across the library program. These efficiencies allowed the County to reinvest funds into expanded scope, enhanced features, and long-term community value.
The new Library replaces the former Cooper River Memorial Library, thoughtfully incorporating architectural elements from the original 1948 structure alongside curated museum exhibits that celebrate the history of the local community. Designed with large windows and open spaces, the facility maximizes natural light and creates a welcoming, modern environment for visitors of all ages.
